Aggressive/aggressively looting

1. Aggressive looting is taking place in the US.
2. Aggressively looting is taking place in the US.
3. Aggressively looting markets is taking place in the US.

4. People aggressively looting markets is taking place in the US.


I think only 1 and 3 are the correct sentences, but I'm not sure whether I'm right.

To use "aggressively" seems to be correct if there is an object of "looting".

What are the correct ones?

(I treat "People aggressively looting markets" as a subject in 4)
