Agencies of mass suggestion

Hi,
I'm translating few sections from a book about sociology and I found it very difficult. In most cases I'm bale to understand the sentence using dictionary, but there are some phrases that I can't understand even when I know meaning of each word.
Maybe you can help me with some of them?

"Consequently he finds it difficult to determine what is to his own "best interests" and to decide between the issues and leaders presented to him by the agencies of mass suggestion"

I'm trying to translate that but it doesn't make too much sense.

I think the real problem in this passage is the above phrase. What exactly is " agencies of mass suggestion"? To my ears, it sounds like Gobbledygook.

I agree with Vorpar: it is clearly a term for the mass media, used by someone who thinks they have an untoward influence on the citizenry.
