Agencies

Hi, Does "agencies" mean administrative division of a government or international body? My guess go for the second one but just to be sure I'm asking Emotion: smile

State level looks at the governments, agencies and such groups that formulate the foreign policy which determines how the state relates with others on the global front."

Hi Mister, this is not my text... so I guess the writer had the mistakes thanks for letting me know about the mistakes since to me it seemed "all fine"...
