Again= Possessive & Apostrophe

I am always having trouble about it. I dont' like to see formal or technical texts with so many "apostrophes". To me, it is not necessary sometimes, but still I am not sure of when to use it or not.

I presented the following case in another forum:

Our Teaching Program is in charge of the formal education and general training academic affairs..... or should I say

Our Teaching Program is in charge of the formal education and general training's academic affairs.... or

Our Teaching Program is in charge of the academic affairs related to formal education and general training........

One of the answerers said that there are some occasions to use it as a possessive but this is usually restricted to possession by someone rather than something (things don't usually possess or own something else), which is maybe the reason why I feel that is something wrong if I write for instance: "Focused on the national and regional Teaching Program's consolidation, we have planned...", or "The University's resources".

Can someone give me a hand... at this point I am not sure of anything!Emotion: thinking

Thanks!

The third option definitely sounds best and is the most clear.

Also, it's fine to use a possessive noun for a non-person in certain cases, such as "focused on the national and regional Teaching Program's consolidation, we have planned..."
