After-the-utterance (saying) reporting

Hi,
Let us say that this is spoken by Joe.

Joe: All four people got A's on their math tests yesterday.

After-the-utterance reporting:

1.Joe says that all four people got A's on their math tests yesterday.

2. Joe says, "All four people got A's on their math tests yesterday."

Reported speech/Indirect speech:

3.Joe said that all four people had gotten A's on their math tests yesterday.

Or

4 Joe said, "All four people got A's on their math tests yesterday."

Are the three correct? I feel a little doubt when I am using almost the exact words for reported or indirect speech that follow with the word "that" as in no.3, although the only change might have been with the tense or tenses, and as in no.1, where a person might not be reporting what someone said, yet still no quotation marks are not used but followed the content after the word "that".
