"after next" in the past

Can "after next" be used in the past as follows, or should one use "after the next", commas to clarify or something else?

At the congress after next in Barcelona in July 2000, ..."

The situation being that there was one in 1992, one in '96 and one in 2000. The sentence aims to say more or less "At the congress after the one in 1996, in July 2000 in Barcelona, ...". The previous sentence referenced the one which took place in 1992. My fear is that it could in this case be assumed that the one in 1996 is the one which took place in Barcelona, when in fact the one in 2000 did.
