Clive is right, the sentence is very obscure.

My interpretation:
If X requests that his order be changed, then he has to inform Y within two hours of placing the order.

X places an order at time T.
X changes his mind and wants to make changes to his order.
X must notify Y before T + 2 hours what changes are needed.

Thank you. I think the procedure is rather as follows:

Y places an order.
X reads it and wants it to be changed by Y.
X must notify Y about this within 2 hours after he has received the order.
