After learning English for 9 years, I am still not fluent

I am not fluent after 9 years of learning English. what can I do with this? There is no English speaker here in my home town. I have been learning English since elementary school, but I am still NOT fluent after 9 years of learning. My vocabulary is tested as the number of pretty much 10,000, and my grammer is good when I take a grammer test. However, when speaking, I still constantly make lots of grammer mistakes and sometimes I don't know what word to express my self.

Sounds like you need some speaking practise. :) There are loads of people willing to do language exchanges over Skype, etc. Of course we'd also be thrilled to have you here at Elanguest.
