The computer system delivers the e-mail. A person does not. A postman delivers mail to your door. No person delivers e-mail.

I also would not use "sent out" but rather simply "sent." "Sent out" implies a wide distribution.

No, deliver does not work here. Sent out is also odd unless he sent the same email to many people. Sent is the expected.
