The following sentence is taken from a newsletter I receive daily from a British newspaper:

After a decades-long fall, the number of suicides in the UK had been rising in the years since the 2008 financial crisis.

My question is this:

Is the above sentence correctly written? Don't you think there is something missing in the first sentence?
