Affluent/ rich/ wealthy/ well-off

Am I right when saything that

1. Affluent people < wealthy people < rich people < super rich people (in terms of how much money they have) ?

2. Well-off means rich. However, we can only say Tom is well-off, but it is wrong to say Tom is a well-off person?

3. Or basically we can use them interchangably?
