While possible, this one is difficult to contextualize. Nine times out of ten, you're probably talking about "bringing about change", "making change happen". That would be effecting change. Still, I don't know for sure what you're talking about because you haven't said.

if it's in the sense of causing change, it's effecting change.
BUT
The effected changes in the regime affected the populace.
meaning that the effected changes had an effect upon the populace.

Effecting change means to make it happen. Affecting change means something that might influence the outcome.
