I am very confused with the differences between affect and effect?

Could you please say if the following sentence correct ?
"This outage affecting everyone"

The way I remember is: a is for action. Affect is an action word (verb).

Were many people affected by the storm?

The other word is a noun. Use it with "an" or "the"

PhilipI add as well that effect is a verb meaning to cause as in "that will certainly effect a change in policy."
True, and the verb effect almost never has any other object except change!
