Advised ... that S has been predicted

Dear People,

Reading a drill book of error detection, I came across

the following sentence. The book says NO ERROR can

be detected on a side note.

Please help me properly understand it semantically

and grammatically.

I seem to understand what is said by the sentence,

but actually feel a bit uncomfortable when translating it

into my native tongue.

Presidents are advised that the typhoon has been predicted

to cause damage over a wide area.

This sentence itself seems to make sense, while I feel like

it would be better to change it to:

Presidents are advised that the typhoon be predicted

to cause damage over a wide area.

Still, I am not sure whether it could make sense or not.
