Bus passengers using services around the city center are ____ that some services will be subject to diversions and delays on the afternoon of Sunday,June 24. (1) advisable (2) advised
Its correct answer is (1) advisable but I could not still understand why (2) advised could be another answer in the sentence. Can't we use it in passive voice because the verb of "advise" is an intransitive verb ? I think even though it is an intransitive verb, depending on the speaker's will, it can be enough used in passive voice. Is my thought wrong ?
Thanks in advance.

No, 'advisable' is not possible. It can only be 'advised' in that blank. Your teacher or the answer key is wrong.
