Adverbs:Comparatives/Superlatives?

Hello!

Can I apply the same rule for adverbs as for adjectives when comparing two activities?
Are the sentences correct?
1.She speaks as slowly as I do.
2. She speaks as slowly as me.

Can I use the superlative without using "of all"
Are the sentences correct?
3. He ran the fastest in the race.
4. He ran the fastest of all in the race.
