Since gerunds function as nouns, they are not likely to take an adverb.

It's more natural to place the adverb after the gerund
Reading quietly in bed always puts me to sleep.
He watched her sleeping soundly.
He heard the intruder tiptoeing stealthily down the stairs.

The mistake is " inaccurate ". It should be inaccurately, and it could be placed after testifying if you wanted.

I love this forum - I'm stuck thinking about "Swimming is my favorite sport" and thinking "How can we make an adverb fit? 'Happily swimming'??" and then dozens of examples follow. Why I was unable to think of things like "Walking briskly is good exercise," I don't know.

Is anyone actually taking the position that putting the adverb first is incorrect grammar?

I'd say that, at least in some contexts, placing the adverb first adds emphasis to it.
eg I like lazily reading the Sunday newspapers in bed.

Compare that to
eg I like reading the Sunday newspapers lazily in bed.
eg I like reading the Sunday newspapers in bed lazily.
