adverbs of time used for the past perfect

Hello. I'd like to know with the time expression such as " BY 2000/ before 2000/ until 2000/unil then/ by that moment..." which tense is frequently used , the past perfect tence or past tense if we are to emphsize that the action was completed before these time expressions. I will be very thankful if you provide me with an exact clear refrence book showing the case.thanks a lot for your kind reply
