adverbs of manner and present perfect

Is it true that pure adverbs of manner are incompatible with the present perfect?

E.G.

?* The president has angrily called a halt to the press conference.

This is the first time I have heard of that-- can you give us a link or reference? And what do you mean by 'pure'? I can see that some would make less sense than others, though: They have quickly agreed to our proposal.
