Adverbial modifier

In Hoping to restrain economic growth, British policymakers raised interest rates.

I guess the sentence sounds bit awkward. Can someone let me know what's wrong with the sentence above.

My understanding is that In hoping.... acts as an adverbial modifier ,thus sentence becomes

British policymakers raised( in the hope to restrain Economic growth) interest rates.--not bad.
