Adverb "previously" not used with past tense?

Hi. Please help. I think I heard the adverb "previously" should not used with a past tense, but instead "before" is used.

I saw this definition in the Collins COBUILD Advanced Learner's English Dictionary and wonder if it has to be the past perfect tense in the subordinate clause that begins with the subordinate conjunction "when."

Detente is a state of friendly relations between two countries when previously there had been problems between them. [FORMAL]
