Adverb + Prep. phrase confusion!

1. "The room on the left is occupied"
"on the left" is modifying the "room". Therefore, an adjectival phrase.

2. "The room is on the left"
"on the left" is the subject complement, but is it an adverb or adjective now?

3. "The room upstairs"
The website says "upstairs" is an adverb modifying the place of the noun. However, this completely changes the rule for number 1.

Now, I'm all confused!

"There is no homework in Mars". "in Mars" is an adverb phrase, I'm assuming.. But according to number 3, it can modify "homework"

SO CONFUSED. Can someone clear all this up for me? I don't understand when an prep. phrase is an adverb or perhaps an adj.
