Adverb position

http://www.thefreedictionary.com/Order-of-Adverbs.htm

In this link, I found "order of adverb". This tells me the order of adverb is "manner, place, time, purpose". But it is difficult for me to choose the best order in the following sentences.

1.Racks are used for tubed food in self-service supermarkets.

2.Racks are used in self-service supermarkets for tubed food.

I found the use of sentence 1 most. Which order is suitable? Thanks in advance.
