Adverb placing before and after particle "to"

Would you be so kind to explain if there is any difference where the adverb is placed - before particle "to" or after?

Kolridgany difference where the adverb is placed - before particle "to" or after?

They both sound a little "off" to my ear, though not totally wrong.

I would like to inform you briefly how things stand ....
