Adverb perhaps

I found adverbs such as consequently, then, thus and accordingly use comma when it is placed in the begining of a sentence like Consequestly, he ~~~

My question is why adverb "perhaps" does not come with comma like those adverbs.

two example in my dictionary :

1. Perhaps he's forgotten.

2. Perhaps it would be better if you came back tomorrow.
