In Wikipedia's article on adverbs the word 'practically' is considered 'adverb for 'the'.

Isn't weird?

Yes, but it seems right to me. As you look at English grammar more and more, you will find that there are times when the parts of speech model breaks down entirely.

Please provide a link. Yes, it's weird. It might be wrong. I'd say as a first impression that practically modifies only more directly.
