As a public figure, He should attach importance to how he behave in front of the public as it could influence others, whether it is mentally or physically.

the context seemed doesn't make sense. But Is it proper to use like this?

I find it the grammar acceptable, but I think that "whether it be mentally or physically" is better. Semantically, I find the phrasing just slightly odd.
