Adverb

The suspect was forced TO PAY THE VICTIM'S HOSPITAL BILLS. Is the phrase in capital letters an adverb?

It does seem like an adverb modifying the word "forced". But when you try to change this passive sentence into its active version "Somebody forced the suspect to pay the victim's hospital bills", it kinda makes me think it's an O.C. (objective complement).

But on second thought, even in the passive, it still seems to modify the verb "forced". In that sense, it is an adverb.
