Q4. What does "citizens with religions" mean ?-- I don't know. They could be devout, or registered, or pantheistic.

As for Q2 when I don't know what specific religion they have, I cannot say "Islamic citizens," in this case what can I say instead?

This is my 2 cents which you may take or leave.

First, when you post a question, please provide adequate context so that we can have something to attach your question to. Sentence fragment is hard to be defined sometimes. So "Citizens with a religion", based on the fragmented context, I'd venture to say that it meant "people with their own faith". X citizen may have a different religion from Y, but each has one of his own.
