Administrative proceedings, on fire

Hi,

1) When a teacher has a lot of energy and goes on very quickly about explaining things without taking a break to catch his breath, what would you say to describe him? I'm looking for something similar to 'on fire'.

"Wow, Mr Johnson is on fire today."

2) When you get a ticket for speeding and you refuse to cooperate, the police can actually launch/start administrative proceedings to investigate the matter more thouroughly. I'm not sure if 'administrative proceedings' is the right word though.
