Administinistered or are administinistered

Corticosteroids administered locally to the eye or given by mouth are effective for treating interior segment inflammation, including that which results from surgery.
Thare the excerpt from the BNF- The British National Formulary.
Why is "are" omitted before administered? Is "administered" past participle( a verbal) ? can we use Corticosteroids which are administinistered....?
