Adjusting a Red to a Blue

Does "Adjusting a Red to a Blue" in painting mean to put some red colors beside the blue colors that already exist on the canvas?

I'm not an artist but I would suspect it means there's a red and also a blue, and you like the blue but the red clashes with it so you adjust the red (change it) so you feel it goes nicely with the blue. There are other possibilities perhaps, based on different scenarios. Some artists may have better ideas.
