Adjective/Verb

In the following sentence, the word "dogged" is used as a verb.

Despite the PPP schemes considered as a savior for fund crunched countries, in reality, many such schemes have been "dogged" by serious constraints that defeat its primary objective.

Oxford learners dictionary recognize this word as an adjective and if it is an adjective then the above use of "dogged" is grammatically incorrect.

Please help me to know if the above sentence is correct.
