Sometimes, adjectives (genuine or participles) are complemented by infinitive clauses. In such instances, does it make a difference whether the adjective comes before or after the noun? Here's an example:
Steps required to submit an aplication form.
Required steps to submit an application form.
Thank you.
The first is natural. The second is possible but awkward.
