There is a question:

"The debate over the dearh penalty has been complicated in recent years by ...... concerns ....... the fairness of the criminal justice system, and the role of doctors in carrying out executions."

a) such/ as

b) much/ like

The answer is "a".

When I fill the words in blanks I can see different meanings but meaningful sentences. Where is my wrong?
