Adjective vs adverb

How does the meaning vary according to the following usage? Btw, is speaker 1's sentence grammatical?

Speaker 1: Should I install the application everytime I want to use it
Speaker 2: Not necessary/ Not necessarily.

If there is not meaning difference, can you give me an illustration where meanings are interpreted in a completely different sense?

Thanks!

Speaker 1: Should I install the application every time I want to use it? Speaker 2a: Not necessary-- This is grammatical enough as a spoken utterance. It is shortened from '[That's] not necessary.
