Adjective Phrase Placement

People lay on the ground, hiding from a swarm of killer bees.

The bees fly over them, unable to find a taget.

Do you think this bolded adjectival phrase is better at the end of the sentence or next to the subject, the word it's modifying? Maybe it depends what you wish to emphasize.
