The suggested answer said :
"This version of the sentence has no main verb because introduced and adopted both function as adjectives."
Could anyone explain to me why the two words "introduced" and "adopted" function as adjectives?

It is a common rule that there should be a verb atleast either in active or passive. I think your question must be in passive voise which lost the verb..............I hope you might have understood. If not .........post again. Try to convert the sentence into active voice. I feel the sentence lost the auxiliary verb the actual place. And there is no subject too in your sentence. Read twice before

Do the bold part miss a verb therefore a incomplete sentence?

Actually, I would write this as at least two sentences.
