Adjective or Possessive?

If I wanted to say that "we want to improve numeracy in American schools", does that mean that same thing as "we want to improve numeracy in America's schools"?

When growing up, I recall newscasters saying (e.g.), "The English team", but now they say "The England team".

I suppose the team that represents England might not all be English, but is there a grammatical difference?

When should you use an adjective or a possessive pronoun to refer to something, as above. Could someone clarify, please?

Hair splitters will note, however, that 'American schools' may be intended to include schools in other nations which are owned and operated by Americans, but 'America's schools' is most likely intended to refer only to those schools in the United States of America.
