What part of speech is 'downhill' in this sentence?

"His plan had been to ride on the flat part of the street not downhill."

Is this sentence really saying: His plan had been to ride on the flat part of the street not the downhill part.

This would make it an adjective?

Or is it functioning as an adverb, modifying where he is riding?
