In the the folllowing sentence
" He bore a banner with a strange device".

the phrase "with a strange device" is acting as adjective phrase or adverb phrase.

that is the phrase is referring to the banner " Banner with a strange device" or is describing how he has bore the banner ( with the help of an new strange device).
