Adjective modifying series of nouns

A sentence in the contract states that an ex-employee cannot solicit "any current patients or staff members."

Does the adjective "current" modify the noun phrase "staff members?"

Not necessarily. It might modify the staff members too (that's a possibility), but you can't verify it.

I believe it modifies both patients and members, but contracts seem to be as cunning as a fox.
