My question is whether the adjective "Nebraska" modifies "private nonprofit agencies and foundations" in the following sentence, or just "colleges and universities"? Also, is there an authoritative source for grammer I can cite to when making either interpretation? Thank you.
"Funds appropriated to the center shall be used to sponsor research grants and projects submitted on a competitive basis by Nebraska colleges and universities and private nonprofit agencies and foundtaions, and for the salaries and benefits of the employees of the center."
