Adjective can't modify Gerund???

An adjective can't modify an gerund. Am I right?

Please see this question.

"The proper ___ of equipment will prevent injuries"
(a) utilization (b) utilizing

The correct answer is (a) utilization. The reason that (b)utilizing can't be an answer is that adjectives can't modify gerunds. Am I right?
If it is an adverb "properly". Its correct answer should be (b) utilizing.

"The properly utilizing of equipment will prevent injuries".

Couldn't someone confirm whether my thought is right?

- Smart dressing will impress people

- Healthy eating is the key to a happy life

- Calm breathing is a technique for overcoming anxiety

- Careful wiping with a soap solution will remove the stain
