I would like to ask you this question, I saw this sentence on the internet: "All we want is someone competent to manage the staff". Why it's not "someone who is competent to...."? Because I think "competent" is an adjective. Thank you for helping me.

It is a reduced clause. For a cleaner style, we often just omit 'who is'. Incidentally, there is another reduced clause in the same sentence:

All [that] we want is someone [who is] competent to manage the staff.
