Adjectival clause/phrase

Hello,

1.Authorities refused to reveal any information about the case being investigated.

Is the phrase in bold adjectival one?

2. The explanation that he gave was not satisfactory.

The clause 'that he gave' is an adjectival clause. I have to convert it into an adjectival phrase.

2A. he explanation given by him was not satisfactory.

Is #2A correct?

Thanks.
