Adequate

Hello,

Is "adequate" a proper adjective in the following sentence?

"There are different ways to control and reduce the impacts of noise in a workplace. One of the most adequate and acceptable solutions to control the effects of noise pollution on human being is the use of personal protective devices."

"one of the most adequate" doesn't really work: "adequate" is not strongly positive enough to carry "most". You could say "One of the most effective ways ...". The second sentence could be trimmed.
