Addressing someone you dislike in a letter

Hey,
This probably isn't a very frequently asked question since usually you don't write letters to people you dislike. Anyway:
If I were to write a formal letter to somebody that I disliked, how would I address them? I don't want to say dear ____ or dear sir because they are not dear to me. Is there any other way? I can't say to whom it may concern because its still a formal letter.

Please help.
