Addressing a business letter to an ARNP

I need to address a letter to an ARNP (physician's assistant). Do I use Dear Dr. .... or what?

Hi, It sounds like the person is a nurse. She may have a doctorate, but nurses commonly don't. I'd consider 'Ms Mary Smith' or 'Mary Smith, ARNP'.

The person is an advanced registered nurse practitioner. They are more than a nurse, but I am not sure the proper grammar. Was checking on that myself. I do know that an ARNP can perform a lot of physician functions.
