Could you please say if you would add 'the' to the sentence below?

Additional troops were deployed to prevent [the] looting of [the] shops damaged in the flood.

In brackets, I suggested two places where I think it might be needed.

Some style mavens say you should always use "the" before ...-ing of .... I agree in this case. ... the looting of the shops damaged ...
